When I feel too restless to sit to meditate, I start walking, usually on a planned route so that I can concentrate more on relaxing and breathing than where I'm at or whether or not I'm lost. I start out as fast paced as I need to be to work off the restlessness. I breathe in rhythm and walk until I feel the restlessness leaving my body. If it takes more than the planned route, I simply walk the route in reverse; in essence retracing my steps. Usually though, after the first go round, I'm tired especially if I have done it right and used that walk to work out the restlessness. Sometimes I come back in, shower and meditate as I normally would or use the walk as the meditation since you breathe and relax concentrating on yourself as you would meditating in a seated position. That's how I do it and it really works wonders for me especially if I just cannot sit still.
You can try some stretching exercises breathing and working out the tension, restlessness and anything else you are feeling. If that fails, try doing something where you don't have to think but relaxes you just until you feel the restlessness leave you, an example might be a card game or some other game whether in person, on your computer or phone.
When I cannot meditate or I feel antsy or restless, I try relaxing in a nice hot bath. Since I'm a girl, I enjoy bubbles or oils that sooth and relax my muscles. I light candles and really make the experience as relaxing as possible. I find after soaking for a good 20 minutes I feel relaxed, quiet and able to meditate.
